Community Housing Consultation

Consultation has now closed.

The Annual Plan 2019-20 Consultation Document also includes a proposal to amend Council’s Long Term Plan to allow some or all of Council’s 142 community housing units to be divested to a provider who can upgrade and expand the housing.

Demand for subsidised housing in Nelson to support people on low incomes or with particular needs is continuing to outstrip supply. Waitlists for Council’s community housing have hit all-time highs this year, as they have for other providers.

One way Council can make a difference is to leverage our existing community housing stock. It believes the best option is to work with organisations that bring specialist housing expertise and have opportunities to access government and other funding sources not available to Council. Their investment in Nelson’s community housing is urgently needed as 50% of Council’s stock will require renewal within 25 years at an estimated cost of about $20 million.

This proposal would allow us to grow the supply so more of our community can access this service. The public is invited to submit on the proposal – details can be found on pages 28 to 39 of the Annual Plan 2019-20 Consultation Document.

What is divesting?

Throughout the Consultation Document, the word 'divest' is used, which encompasses the sale of the assets but also allows for the transfer of the assets from Council ownership by other means. For example, Council could sell the bulk of the portfolio but subdivide a portion for smaller partners to develop.

Consultation Document

The Community Housing Consultation is part of The Annual Plan 2019-20. Copies of the Consultation Document and submission forms will be available in the Customer Service Centre in Civic House, Trafalgar Street and Nelson Public Libraries.
