Status: Operative
The following proposed plan change was made Operative and has been incorporated into the Nelson Resource Management Plan (NRMP).
The purpose of the proposed plan change was to rezone land in Marsden Valley to provide for residential and commercial use. The current zoning pattern provides for a lower density residential use in parts of the valley, while the remainder is zoned Rural Small Holdings.
Main Changes
- Change in zoning to Residential (standard and higher density)
- Add an area of Suburban Commercial Zoning for the creation of a mixed-use village centre
- Provide for roads, walkways, greenspace and biodiversity corridors including potential connections between neighbouring valleys and existing residential area
- Preserve areas of vegetation and native habitat
- Recognise and allow for the landscape importance of particular areas, geotechnical constraints and existing quarry operations
- Amend the fault hazard, land management, services and landscape overlays
- Provide for the direction set out in the Nelson Urban Growth Strategy 2006 which considered areas suitable for future residential growth. Stoke foothills, of which Marsden Valley is a part, was identified as one of those areas. Ngawhatu, Marsden, Enner Glynn, the Upper Brook Valley and the saddles and plateaus in between were all recognised as being suitable for some level of development because they can be serviced, are close to exisiting infrastrucuture and communities, and can accommodate careful development without compromising the rural Stoke backdrop.
No appeals were lodged on this Plan Change.
