Managing Water Quality on Rural Land
Rural land sits at the head of most freshwater catchments. How land is managed — whether for farming, forestry, or lifestyle use — has a direct influence on stream health, water quality, and the condition of downstream rivers, estuaries, and coastal environments.
Managing water quality at the catchment scale helps:
- protect freshwater ecosystems
- support safe swimming and recreation
- provide reliable stock drinking water
- reduce pressure on estuaries and coastal areas
- strengthen resilience to heavy rainfall and drought
Water quality improves most effectively when actions are coordinated across whole catchments, with landowners and communities working together upstream and downstream.
How Land Use Effects Waterways
A catchment is the area of land where rainfall drains into a stream, river, wetland, or estuary. Water doesn’t stop at fence lines — it carries sediment, nutrients, and bacteria from across the landscape.
On rural land, waterways can be affected by:
- stock access to streams
- runoff during rainfall events
- erosion from slopes, tracks, and gullies
- loss of riparian vegetation
- earthworks or forestry operations
Managing these pressures upstream plays a key role in improving water quality downstream.
Understanding E. Coli & Water Quality
E. coli bacteria are found in the gut of animals, including humans. They can enter waterways directly when animals stand or swim in streams, or indirectly when faecal material is washed off land during rainfall.
While not all strains are harmful, E. coli is widely used as an indicator of water contamination. Elevated levels can signal the presence of other pathogens and can make waterways unsafe for contact recreation and stock drinking water.
An effective way to reduce E. coli entering streams is to fence and plant stream margins. Fencing prevents livestock from depositing faeces directly into waterways and reduces stream‑bank erosion. Maintaining long grass and planting riparian margins within fenced areas helps stabilise banks, slow surface runoff, filter contaminants, and reduce bacteria entering the stream.

Good Practices That Protect Water Quality
Actions that help protect streams and rivers include:
- fencing stock away from waterways
- maintaining riparian vegetation along stream margins
- managing runoff pathways and drainage
- stabilising erosion‑prone areas
- careful siting of yards, crossings, and tracks
- maintaining ground cover during wetter months
These practices support water quality while also improving long‑term land resilience.

What We're Doing
Council supports catchment and water quality improvement through:
- the Healthy Streams programme
- freshwater quality and quantity monitoring and catchment assessment
- erosion control initiatives (e.g. Hill Country Erosion Fund)

- funding support and partnerships (e.g. Environmental Grants)
- alignment with regional and national freshwater initiatives
Early engagement helps identify opportunities and avoid downstream issues.

- protect streams and wetlands on your land
- manage erosion and runoff pathways
- take part in catchment or Healthy Streams projects
- explore funding or planting support
- talk with Council early about land management plans
