Nelson Tasman Waste Management and Minimisation Plan
Tasman District Council and Nelson City Council share a Waste Management and Minimisation plan - it's our blueprint which informs actions and decisions to reduce waste and manage it safely and effectively, and it was adopted by both Councils in June 2025 after being reviewed in 2024. The new plan can be found here.
Through our plan, our aspiration as a region is to become waste free together by upholding our responsibilities to be good ancestors - considering decisions both for now and the future. To do this the plan sets three targets:
- Target1: reduce waste generation by 10% per person by 2035 (using a baseline of 2024/25, as complete data not yet available).
- Target 2: reduce waste disposal to landfill by 30% per person by 2035 (using a baseline of 2017/18).
- Target 3: Reduce emissions of biogenic methane from landfill by >85% in 2035 relative to 2017 baseline; and utilise at least 75% of the captured landfill gas for beneficial use by 2035 (with a focus on displacing fossil fuel use).
A high-level action plan is included for both Councils - the actions and decisions from this plan, including cost, are considered through each council's Long Term Plan, and activities are identified based on each district's priorities, so may vary for each council.
Legislation background
Councils have a statutory responsibility to promote effective and efficient waste minimisation and, for this purpose, to adopt a waste management and minimisation plan. Nelson City Council and Tasman District Council share this plan, originally adopted in 2012, and updated in 2019. Both Councils chose to replace the 2019 plan rather than amending it. As required by the Waste Minimisation Act 2008, the Councils carried out a joint Waste Assessment which informed the decision to replace the plan, which can be found here:
