Estuary Quality Monitoring
Estuaries are dynamic environments where freshwater meets the sea. They support diverse habitats, native plants and animals, cultural values, recreation, and coastal resilience. Because estuaries sit downstream of entire catchments, their condition reflects what is happening across both land and freshwater systems.
Monitoring estuaries helps Nelson City Council understand environmental change over time and informs actions to protect and restore these important coastal ecosystems.

Estuaries in Nelson
Nelson has four main estuaries, each playing an important role in the region’s coastal ecosystems:
- Waimea Inlet – internationally significant for migratory and resident shorebirds
- Nelson Haven | Paruparuroa – fed by the Maitai/Mahitahi River and an important coastal habitat
- Wakapuaka | Delaware Estuary – framed by Pepin Island and Delaware Spit
- Kokorua Estuary – a quieter estuary, accessible by boat or with landowner permission
Estuaries are highly productive environments that support:
- feeding and roosting habitat for shorebirds
- nursery areas for juvenile fish, including kahawai, flounder, and inanga/whitebait
- shellfish beds
- saltmarsh and wetland plant communities
- nutrient cycling and sediment trapping
Much of Nelson’s original estuary‑margin vegetation has been lost over time, making protection and restoration especially important.

Nelson City Council has a responsibility to collect information on the condition of the coastal and marine environment. This information helps Council understand long‑term change, assess pressures, and guide management and restoration actions across Nelson’s coast and estuaries.
Council’s Coastal and Marine Science Programme includes:
- coastal water quality monitoring
- estuary health monitoring
- seabed habitat mapping
Estuaries sit at the meeting point of land, freshwater, and the sea. Their condition reflects what is happening across whole catchments, including urban and rural land use, river flows, and major events such as floods.
Monitoring helps Council understand:
- how estuaries are changing over time
- the effects of sediment, nutrients, and contaminants
- the response of habitats and ecological communities
- where restoration and management will deliver the greatest benefit
This work is delivered through partnerships with iwi, research organisations, DOC, and other councils, supporting coordinated, science‑based action from the mountains to the sea (ki uta ki tai).
How and Where Estuaries Are Monitored
Nelson City Council monitors all of the region’s main estuaries using methods outlined in the National Estuary Monitoring Protocol. Monitoring brings together a range of indicators to build a comprehensive picture of estuary health, including:
- habitat condition (intertidal and subtidal areas, saltmarsh, and seagrass)
- sedimentation and mud content
- nutrients and organic matter
- contaminants and trace elements
- ecological communities such as macroinvertebrates
Monitoring is undertaken alongside freshwater quality and river‑flow monitoring to understand how estuaries respond to catchment processes.

Estuary water‑quality and habitat monitoring information is also available through the LAWA (Land, Air, Water Aotearoa) website at multiple sites across Nelson’s estuaries:
- Whangamoa Inlet - Kokorua - 2 monitoring sites
- Delaware Inlet - Wakapuaka - 4 monitoring sites
- Nelson Haven - Paruparuroa - 3 monitoring sites
- Waimea Inlet - 1 monitoring sites

Recreational Swimming Sites
Recreational swimming water quality is monitored over the summer months (December to March), with results reported live on Land, Air, Water Aotearoa (LAWA).
Monitoring focuses on bacteria that indicate potential health risk:
- Enterococci (marine and estuarine sites)
- E. coli (freshwater sites)
These bacteria are used as indicators for the presence of other harmful pathogens, including viruses and protozoa such as Cryptosporidium.
Nelson City Council has carried out recreational bathing monitoring since 1998, with five designated primary contact recreation sites where swimming and other activities involve immersion and possible ingestion of water.
If a monitoring result exceeds water‑quality guidelines:
- the result is discussed with the Te Whatu Ora Nelson Marlborough Health Protection Team
- additional sampling may be carried out
- warning signage may be installed
- public information may be released to reduce health risks
Coastal site assessments are informed by the Ministry for the Environment / Ministry of Health Microbiological Water Quality Guidelines for Marine Waters.
Where to Check if it's Safe to Swim
Water‑quality results are typically available on LAWA within 24 hours of sampling.

As a general precaution, avoid swimming:
- after heavy or prolonged rainfall
- if the water is cloudy, discoloured, or debris‑laden
- when health warnings or signage are in place

Shellfish Collection
Shellfish collection bans in Nelson Haven and Waimea near‑shore waters remain in place due to stormwater contamination. Alongside Council programmes to reduce stormwater and wastewater overflows and continued investment in infrastructure upgrades, Council plans to reinstate shellfish bacteria assessments to monitor improvement over time.
The long‑term aim is to reduce contaminants entering the coastal receiving environment and improve overall marine health.
